WHERE WE ARE OPERATING…

INSEC has its regional offices in all 5 development regions of the country, 44 district level local partner organizations and human rights Yearbook representatives in each of 75 districts. At present ,INSEC 'core' programmes are implemented in 40 disricts spreading over all 5 development regions.(See Map)

Apart from these 'core' programmes listed above, other projects will also continue to be managed by the relevant departments within INSEC. In the present context, for instance, the Peace and Democracy Department (PAD) has been implementing various projects for initiating peace building process at the grassroots and regional to national levels, both during the period when the armed conflict was at its peak and at present. Likewise, INSEC will be looking forward to work more in the other progamme areas mentioned above since these are the areas which has been recognized as INSEC's core competency areas. In other words, the 'core' programmes listed here has been identified as the areas that will form the backbone for INSEC in the next programme phase and on which more projects can be added to consolidate the impacts of the other programmes. 

The following are the INSEC programmes for the period 2007-2010.

 

1. HUMAN RIGHTS EDUCATION PROGRAMME

Summary of the concept

The intended action of this project is primarily to make local people aware on the need for Human Rights Education, strengthen and mobilize district based HR NGOs, CBOs/CSOs and to sensitize concerned government authorities like bureaucrats, policy makers and political parties on Human Rights issues specially focused at districts level.

The major activities of the project can be broadly grouped into three main activities:

1. To increase level of public awareness on Human Rights issues at community level
2. To use national electronic media to make people from grassroots to national level aware on Human Rights
3. Enhancement of Role of HR NGOs, CBOs and Human Rights defenders at district level to collectively play influential role in Human Rights  

Target groups or key beneficiaries, indirect beneficiaries, stakeholders

The activities of the programme will focus on four target groups, which are firstly, the grassroots level people, secondly, Human Rights NGOs, CBOs and HR defenders, finally the government officials and leaders/members of the major political parties at district level.  Representatives from these target groups will comprise of women and people from marginalized communities. 

 Geographical coverage

10 districts covering all development regions of the country. The selected districts are as follows:

Implementation modality

The overall responsibility of the programme will be of the HRE department at central office of INSEC. Similarly, corresponding HRE departments of 5 regional offices will be responsible for directly monitoring the programme while the ten INSEC district partner organizations will implement most of the program activities, in coordination with INSEC regional offices. HR education classes, formation and mobilization of coalition of HR NGOs and individuals, training sessions will be the major modalities.

2. HUMAN RIGHTS ADVOCACY PROGRAMME

Summary of the concept

The Policy Advocacy for Human Rights programme aims at pressurizing the government to fulfill its obligations under international human rights and humanitarian laws and address major human rights issues through Human Rights based policy formulation and ensure that the Human Rights of disadvantaged people are protected and the prevailing discriminations based caste, gender and ethnicity are effectively addressed. At the same time, better communication with UN Human Rights mechanisms and international Human Rights organizations and institutions will be another aspect of the programme.

Target groups or key beneficiaries, indirect beneficiaries, stakeholders

Government, political parties, law enforcement agencies, Human Rights defenders, organizations working on the issues of disadvantaged groups, parliamentarians, media, UN Human Rights mechanisms and international human rights organizations/institutions will be the key target groups, stakeholders and beneficiaries.

Geographical coverage

This project will be implemented at the national level. However, some of the activities will be carried out at the regional level. National as well as international engagement with various stakeholders will be the major approach of the project.

Implementation modality

INSEC, its regional offices, district representatives and various national as well as international networks, coalitions and organizations will be involved for the implementation. Monitoring and research, documentation, networking and coalition building, communication and information sharing will also be the modalities of the programme implementation. The HR Monitoring, Advocacy and campaign department will be responsible for managing this programme.

3. HUMAN RIGHTS CAMPAIGN PROGRAMME

Summary of the concept

The Human Rights Campaign programme aims at pressurizing the government to ratify major international human rights and humanitarian laws treaties as well as make sure that there are mechanisms in place and increased access of the people seeking justice at the national and international levels and dealing with impunity. The campaign also puts pressure upon the government for an immediate implementation of the declarations issued by the House of Representatives and the recommendations made by international community including the United Nations. The campaign considers the political parties and other major stakeholders as key actors to be engaged with to highlight human rights principles and commitments of the state. Strengthening the role of HRDs is one of the most important aims of the campaign.

Target groups or key beneficiaries, indirect beneficiaries, stakeholders

Government, political parties, law enforcement agencies, human rights defenders, women political activists, female ex-combatants, parliamentarians are the key target groups, stakeholders and beneficiaries.

Geographical coverage

This programme will be implemented at the national level. However, some of the activities will be carried out at the regional level. National as well as international engagement with various mechanisms and stakeholders will be one of the major approaches of the project.

Implementation modality

INSEC, its regional offices, district representatives and various national as well as international networks, coalitions and organizations will be involved in this campaign. Monitoring and documentation, capacity building, communication and information sharing will be the modalities of the project implementation. The HR Monitoring, Advocacy and campaign department will be responsible for managing this programme.

4. INSEConline PROGRAMME

Summary of the concept

This project aims to strengthen the web based news portal, the INSEConline, in terms of the physical structure, quality of information collected and disseminated and ultimately to contribute to the broader Human Rights movement of the country.

Target groups or key beneficiaries, indirect beneficiaries, stakeholders

All organizations, institutions, researchers, students and individuals working in the field of Human Rights.

Geographical coverage

National and international

Implementation modality

Information is sent by DRs from districts to their respective regions, which will include the information in their databank and then send it to the centre for uploading. The Documentation and Dissemination Department will manage this programme.

5. VICTIM ASSISTANCE PROGRAMME

Summary of the concept

Simply put, this programme aims to assist those victims of Human Rights violations who need immediate support and who approach INSEC central and regional offices directly. The intention of the actions is not to take the whole responsibility of taking care of the people but to provide them with instant relief in the first place and then find ways for their longer term benefits through coordination with various I/NGO, GOs and networks.

Target groups or key beneficiaries, indirect beneficiaries, stakeholders

Victims of grave Human Rights violations who seek instant assistance at INSEC regional and central offices and for the cases reported by INSEC Yearbook representatives (DRs).

Geographical coverage

All over the country.

Implementation modality

Direct support for victims who approach INSEC offices, in the form of instant counseling, facilitating the victim for obtaining other services. The Documentation and Dissemination Department will manage this programme.

6. Human Rights Yearbook

About " Nepal Human Rights Yearbook"

INSEC is publishing Human Rights Yearbook since 1992. So far, 11 Human Rights Yearbooks have been published. The 1998 Human Rights Yearbook was published in 1999. Previously, the date used to be written the same as the collection of information was made. But from 1999, this was changed and written ‘Human Rights Yearbook 1998' and published in 1999. The same is being followed till date.

Various personalities, academics, researchers and members of civil society from and abroad the countries have cited Human Rights Yearbooks as their reference material. Both print and electronic media have quoted Human Rights Yearbook time and again. Human Rights Yearbook has been the only primary and reliable source of document for social scientists, human rights activists, journalists and other experts for citing the human rights issues in Nepal . Recently, Human Rights Yearbook has been commenced to publish from Mynmar as well. They have clearly mentioned INSEC's Human Rights Yearbook as their example to follow as model. Centre for Nepal and Asian Studies (CNAS), Department of State, USA and other dozens of academic as well as action oriented organisations have cited Human Rights Yearbook as their reference materials.

Human Rights Yearbook published by INSEC is the refined and sincerely corrected and updated version. The contents of the yearbook are also the materials published in INSEC's other publications Situation Reports (quarterly), Informal (quarterly), Prachi (bi-monthly) and Aviyan (monthly).

Objectives

  • The overall objective of the publication of Human Rights Yearbook is to make aware the public, the government and other personnel taking interest on human rights about the human rights situation in Nepal. Apart from this, this book has the following specific objectives:

  • To create awareness for stopping human rights violation from the very beginning and collect information through the local human rights activists and organizations who are working in the local level.

  • To document properly of every collected information or conclusion and also do monitoring of such incidents in the future.

  • To analyze the incidents minutely and enhance the general public informed on the basic level of human rights violation.

  • To formulate strategies against human rights violation.

  • To publicize up-to-date human rights violation reports and also to include the achievements of the movement on promoting and protecting human rights. The Publication of these issues will be continued every year.

  • This book is published with a view to stop human rights violation in the future and to provide proper subsidy for the victims.

Achievements

  • Human Rights yearbook has been established as a mirror of country’s overall human rights situation.

  • Human Rights Yearbook has been very successfully made an institution although the institutionalization is a difficult job.

  • INSEC and Yearbook have been established as intertwined institutions.

  • It has been developed as a base to study the trend analysis of current human rights situation of the country. The information related to the Maoist Movement (Killings and others) are being reliable and important to the media, human rights organizations and others for evaluating the human rights situation of the country.

  • International human rights organizations and media are using this book as reliable reference to evaluate the current situation of human rights in Nepal and glad to know that it has won the heart of every one. But this task (publishing regularly by collecting information all the year-round) is challenging as well.

7. STRENGTHENING PARTNER ORGANIZATIONS' PROGRAMME

Summary of the concept

In line with the new INSEC strategy, which is itself an outcome of regional level strategy consultancy meetings, it was decided that INSEC would now focus on developing institutional capacities of its partner organizations. The fundamental intention of such effort is to help the partners become competent in meaningfully contributing to the Human Rights movement in the country and be able to work towards this end independently.

All the existing district partner organizations of INSEC are the key targets. All other HR organizations at district, regional and national level are stakeholders as well as indirect beneficiaries.

Implementation modality

The project team, comprising of 1 central coordinator and 5 regional programme staff, will directly implement and monitor the project. Organizing workshop and training sessions are the major means through which the capabilities of the district partner organizations will be enhanced. The Human Resource Management Unit under the INSEC management will be responsible for successful implementation of this pogramme.
