INSEC Intervention and Achievements To- Date

Started with awareness building and literacy programs for empowering the cart pushers of Kathmandu Valley coming from remote villages seventeen years ago, INSEC has significantly moved ahead. Some of its key intervention and achievements are summarized below:

1990 - Involvement in the Movement for Restoration of Democracy and Human Rights:
The founders of INSEC were actively involved in the movement for restoration of democracy and human rights, especially in mobilizing support from the international arena.

1990 - Contribution in the Formulation of the 1990 Constitution:
Several interactions from the wider sections of the national population as well as between the constitution drafting committee members and prominent international experts were organized to ensure a truly democratic constitution.

1991 - Bhutan Issue: Solidarity for HR and Democracy:
In 1991, INSEC was involved in bringing out Bhutan's issues by organizing a South Asian Judiciary Mission to Bhutan to study the human rights situation. It published a book entitled ‘The Bhutan Tragedy When Will It End?'

1991 - Voters' Awareness:
INSEC organized programs for raising voters' awareness during the first general elections of 1991 following the democratic restoration in the country. It organised a seminar in which the participants discussed about the appropriate election infrastructure that the country needed. Pursuing the recommendations of the seminar, INSEC was actively involved in the formation of National Election Observation Committee (NEOC).

1991 - Observation of the National and International Elections:
INSEC has continuously represented in the observation of elections in the capacity of General Secretary of NEOC. 

1991 - Study on the Kamaiya System:
INSEC conducted a comprehensive research to reveal the facts about bonded labour situation through a study of Kamaiya System in Western Nepal. It was actively engaged in the efforts to abolish kamaiya system through various activities related to awareness raising and advocacy. In a bid to make the government responsible for abolishing bonded labour system, it went to the court with a writ petition, built international solidarity to supplement the local efforts and submitted a draft act for legislation (1993).

1992 - Documentation of the Violation of Human Rights and Publication of HR Yearbook:
INSEC systematically documents of human rights violation records from any part across the country. Human Rights Yearbook has been published regularly since 1992. 

Website and Other Publications:
Besides publication of the Human Rights Yearbook, INSEC also publishes quarterly Human Rights Situation Reports, immediate investigation reports, press releases, and other related publications. It is also maintaining web site with regular updates. The web site (www.inseconline.org) has gained popularity worldwide.

1992 - Establishment of Human Rights Organisations at the District Level:
INSEC promoted establishment of human rights organisations in 50 districts of Nepal, including in the most remote areas. It has been playing supportive role in strengthening their capacities.

1992 - Human Rights Education:
INSEC imparts human rights education to the under-privileged communities. Participatory approach is followed for the human rights education courses offered with literacy as an entry point. HRE follow the guidelines provided by the Kathmandu Declaration. These programmes have left meaningful impact for the creation of change agents at the local level, Thereby to muster the support for people's empowerment.
1992 – Regional Victims' Women Forum:
Regional forum of victim women (social and political) were organized to draw attention of the concerned agencies on the socio-political upliftment of those women.

Programme for Women's Awareness and Empowerment:
INSEC has implemented programmes for women's awareness and empowerment. The activities covered are: research studies to better understand their problems; organisation of seminars to enhance recognition of their importance and contributions to the democratic struggle. INSEC provides leadership training to the elected women representatives. This is done in compliance with the Kathmandu Declaration and Pasang Lhamu Pledge.

1993 - Prakash Human Rights Award:
INSEC has established Prakash Human Rights Award in commemoration of the contribution of late Prakash Kaphley, then General Secretary of INSEC, to human rights and democratic movement, in 1993. Since then, INSEC is conferri0ng Prakash Human Rights Award to a prominent social activist contributing for the cause of human rights and social justice each year. 

1993 - Restoration of Dignity from the Caste Based Discrimination of People:
INSEC has initiated awareness building activities to overcome the issue of caste based discrimination and "untouchability" more specifically. Protests against all kinds of social discriminations through campaign (temple entrance campaign), education, awareness raising were conducted. Restoring dignity of discriminated people has remained one of the prime objective of INSEC (For example, in the case of Chamars in Lahan, who were victimised by the so called upper caste people for not taking away the carcass, for which they were traditionally responsible for).

1994 – Partnership with ICCO/EZE
Since 1994 in partnership with ICCO/EZE, INSEC has been implementing integrated programme on human rights; human rights education and training, child rights awareness, empowerment for women, Dalits and agricultural labourers, monitoring of the human rights situation in Nepal.

1995 - Radio Program on Human Rights Education:
INSEC was running Human Rights Education Program through Radio Nepal (the only national broadcast media) and also through Sagarmatha FM in the Mid-western region. These programmes had wider audience reach and were effective to address the issues concerning human rights. The programme's effectiveness has been reflected in the speedy formation of listeners' clubs in jails and at the communities. These clubs have been organised into local and national chapters. They have emerged as active propagator of human rights messages to the community. At present, around 1150 Human Rights Radio Listeners Clubs are playing active role at different parts of the country and also in jails, including in the women cells. About 12,000 persons have been organized through these youth clubs. 

1995 – Campaign to Introduce Bill for the Establishment of National HR Commission
In 1995, INSEC initiated a nationwide campaign for the formulation of an Act for the establishment of National Human Rights Commission in Nepal. As a result of this campaign, the National Human Rights Commission was promulgated in 1997.

1996 - Child Rights Awareness Groups (CRAG):
INSEC formed Child Rights Awareness Groups (bal chetana samuha) with participation of children, their mothers and teachers in the community. These Groups carry out awareness and activities on child rights including participation in the national and international seminars and conventions related to the protection of child rights.

1996 - National Women Conference:
Pasang Lahmu Pledge (Demanded 25% Seats) INSEC organized the National Conference of Women in 1996 that declared the Pasang Lahmu Pledge. One of the important points raised in the Pledge was the demand of 25% seats for women in the local bodies regarding women participation in grassroots level political activities. This demand has been addressed by the government by making 20% women's participation compulsory at the Ward level elections - the Wards being the lowest administrative unit of the local government.

1997 – National Human Rights Conference:
Kathmandu Declaration on Human Rights INSEC organized a National Human Rights Conference with participation of the activists of its partner organization and other human rights organizations of the country to set goals and priorities in the filed of human rights. At the end of the conference "The Kathmandu Human Rights Declaration" was passed concerning the issues of discrimination, exploitation, impunity and international capital.

1997 – Research on Halia System :
Force to Plough In 1997, INSEC and Anti Slavery International carried out a joint study to identify the situation of Haliya involved in agricultural sectors in Nepal. A book - Force to Plough - was also published during the same year, which explored the fact about the prevalence of bonded labour even out of Haliya system in Nepal.

1998: UDHR Programme:
Translated in 13 Languages and Held Dialogue at Grassroots On the occasion of 50th year of the declaration of UDHR and 10th year of INSEC establishment, INSEC initiated dialogue on UDHR in 13 different national languages. In this process INSEC has translated UNDHR in the local languages and held intensive interactive discussions with different ethnic linguistic communities in the country.

1999 - Minimum wage Campaign:
Govt. Fixed Minimum Wage of Agriculture Labour INSEC campaigned for the protection of the rights of Kamaiyas in order to liberate them from the bonded labour system. It also took lead to prescribe the minimum wage standards for agriculture labourers in Western Nepal, which was successfully implemented in more than 80 VDCs. These initiatives were paid off with the government's announcement of liberation of the Kamaiyas (in 2000 July) and fixation of minimum wages (in 2000 January) to the disguised bonded labour.

1999 – Revisit to Kammaiya System
In 1999 INSEC carried another research and published the report - Revisit to Kamiya System. The book revealed the fact that a large number of agricultural labourers, about two millions work as wageworkers in Nepal. Of them, about half are totally landless. One-sixth of the wageworkers work as permanent labourers, about half are totally landless. Likewise, there is no time bound for working hours and no fixation of their wages. It also gave a picture that 26,000 adult males, 1500 women and 5000 children are working under the system. The research was carried out in Nawalparasi, Rupandehi, Kapilbastu, Dang, Banke, Bardiya, Kailali and Kanchanpur districts.

2000 – Formation of National Human Rights Commission
Even though bill for the formation of National Human Rights Commission (NHRC) was passed on 1997 the commission was not formed until 2000. After continuous pressure and campaign from the human rights community, the government formed the commission in 2000. Former INSEC chairperson Sushil Pyakurel has been appointed as a NHRC member as a result of his wide recognition as INSEC chairperson.

2001 – National Conference of Elected Women
INSEC organized National Conference of Elected Women in 2001 focusing on the issues of capacity building of elected women, education to local body and families on constitutional rights. The conference adopted various strategies to increase women's participation in politics. It also focussed on the need of 30 percent women candidacy provision and women's involvement in policy making level, elimination of cross-border crimes in the period of elections and so on.
2001 – INSEC has Hosted Asia-Pacific Conference on Racial Discrimination
The Asia-Pacific NGO Conference on Racial Discrimination was held in Kahmandu in 2001 in preparation for the World Conference against Racism (WCAR). INSEC, SAFHR and IMADR co-hosted the conference that adopted 'WCAR Asia Pacific NGO Declaration', a 171-point resolution.

2001 – Human Rights During State of Emergency
After declaration of the state of emergency on 26 Nov. 2001 and promulgation of the TADO, 2001, the fundamental rights provisioned in the Constitution were suspended. In the early days of emergency, not only INSEC but also the whole civil society in Nepal was caught in an intricate situation. However, INSEC decided not to postpone any of its ongoing activities during that period. It rather expanded its activities realising the crucial need of the period. INSEC conducted interaction programmes on "Existing Emergency and Situation of Human Rights" in 15 districts where all district level stakeholders expressed their views on the existing crisis of the country. 

2002 - Monitoring of the HR treaties:
INSEC took initiative towards monitoring state obligation on UN HR Treaties and their implementation. INSEC is one of the active parties among other stakeholders involved in the process. The first activity launched for this was a seminar conducted to make people familiar about the process and take further actions.

2003 – People's Agenda for Sustainable Peace Programme:
INSEC has successfully completed a programme collecting people's agenda for sustainable peace during the period of second ceasefire from Feb to July 2003. A total of 187 interactions in VDC level, 47 in district level, 4 programmes in the regional level and a national workshop were organized where over 18000 people participated. The programme has been able to highlight common and crucial issues of the people who are living in the conflict affected areas and to bring them into the main stream of national polity. INSEC has also started a campaign for peace and development in the selected districts of mid-western region of Nepal.

2004 – Starting of INSEC
Online INSEC has initiated Human Rights Online Information Service Portal from 31st July 2004 on the occasion of 12th Prakash Memorial Day.
2004 – Measles Campaign
INSEC organized a national level campaign for vaccination of children from 9 months to 15 years of age with the slogans like 'Vaccination is the right of every child'. INSEC was able to facilitate the campaign even in the conflict affected and remote villages.

2004 – Human Rights Leadership Development Programme
After a decade of the implementation of Human Rights Education Programme, INSEC has learnt various lessons and revised its programme and designed it to enhance leadership quality of human rights activists, women and other social activists so as to develop human rights leaders at the grassroots level.

2005
Effective lobbying during the 61st Session of CHR:Agenda Item 19 passed and technical assistance provided (establishment of OHCHR) to Nepal INSEC has played crucial role in lobbying at the 61st Session of UN Human Rights Commission as a result the Agenda Item 19 has been passed and Office of the High Commissioner of Human Rights has been established in Nepal. It has contributed to draw attention of the concerned international community through documentation, dissemination and lobbying on the human rights issues of Nepal.

Other Major Aspects of INSEC Intervention and Achievements Include;

Highlighting of Criminalization of Politics:

INSEC conducted programmes to highlight criminalization of politics thereby to bring the crime into public notice. It campaigned for the legislation of an independent human rights commission and compensations for torture victims. At present, INSEC is demanding their effective implementation in practice.

People Oriented Movements:
INSEC is one of the prominent campaigners in the process of facilitating and pressurising people oriented movements, such as the People's Plan for 21st Century (PP21) 1996, Asia Pacific People's Movement for Justice and Human Rights, and People's SAARC to harmonise the interests and build solidarity movements in the international and regional contexts.

Collaborative Relation with the Organisations Working in the Field of Human Rights:
INSEC has developed collaborative relation with like minded organisations for co-ordinated and greater impacts. In this context, it has joined hands with the UN agencies, INGOs, NGOs, GOs, Trade Unions, Academicians and the international Human Rights, Peace and Media Human Rights Organisations, as for example, OMCT, FORUM Asia, Anti Slavery International (ASI).

National Human Rights Action Plan (NHRAP):
INSEC was actively involved in the preparation of National Human Rights Action Plan (NHRAP) as a member of the high level steering committee at the national level.

Establishment of Committees and Commissions Concerning Human Rights:
INSEC is one of the prominent campaigners to pressurise for formation of the NHRC, Women's Committee, and the Dalit's Committee (leading to its autonomous commission). In recognition to its contribution on human rights sector, the founder chairperson of INSEC has been appointed as Commissioner of NHRC.

Member of the Network:
INSEC is a member of the network for Coalition For International Criminal Court (CICC). It hosted discussion programme and organized dialogue of CICC team with the concerned authorities including judiciary. At present, INSEC is coordinator of the National Coalition for International Criminal Court (NCICC). It has also participated in the preparatory committee meeting of the UN on ICC. Over the years INSEC has gained more and more popularity in human rights sector. It is known as the only organisation with its representatives in all 75 districts of Nepal, working actively even in the districts affected by Maoists insurgency.
